dragonboards: Update vendor-package to 20230510 release

Update to the 20230510 release, which update mesa prebuilt
binaries to mesa-23.0.2 release tag.

Note: These binaries are built with android13-gsi branch
      because the binaries built with AOSP (as of
      13-April-2023) ain't stable and are running into
      crashes like this one,
      https://gitlab.freedesktop.org/mesa/mesa/-/issues/8776,
      which can be reproduced by running "atest
      CtsUiRenderingTestCases" as well.
