Reapply "dragonboards: fstab: Mount /data as F2FS partition"

Mount /data as f2fs again, now that the adb-remount regression
reported with f2fs at aosp/3018837 is fixed in aosp/3133633.

API level 33+ expects /data to be mounted as F2FS partition
to pass certain F2FS Cts tests.
