db845c: upgrade PRODUCT_SHIPPING_API_LEVEL to 34

and the FCM level to 8 with the android.hardware.camera.provider hal
being removed from the manifest, also change to support 64BIT only
since API LEVEL 34.

Note: The graphics.allocator HAL is still reported as depreated,
will be updated separately.
