hikey: l-loader: Update recovery fastboot binary

Update the recovery fastboot binary. This binary can be
generated from the source tree here:
  https://github.com/96boards-hikey/atf-fastboot/tree/master

And includes fixes for ptable compatability and serialno
preservation.
