HiKey/HiKey960: Add BOARD_BOOTIMAGE_PARTITION_SIZE to make sure boot.img is created

Since https://android-review.googlesource.com/c/platform/build/+/951796 landed,
boot.img stopped being created for hikey/hikey960.

After some digging there, it seems the hikey/hikey960 boards never
set BOARD_BOOTIMAGE_PARTITION_SIZE which is now required.
