dragonboards: Update mesa prebuilt binaries to mesa-23.0.2

Update mesa prebuilt binaries built from upstream-mesa-23.0.2 tag,
https://android.googlesource.com/platform/external/mesa3d/+/refs/tags/upstream-mesa-23.0.2,
and update top-level README for reference.

Note: These binaries are built with android13-gsi branch because
the binaries built with AOSP (as of 13-April-2023) ain't stable
and are running into crashes like this one,
https://gitlab.freedesktop.org/mesa/mesa/-/issues/8776,
which can be reproduced by running "atest CtsUiRenderingTestCases"
as well.
