The thermal engine does not compile on AOSP if the libconfig Android's
Android.bp is not configured to be compiled and deployed on
AOSP. Until the patch is not merged in the main AOSP tree, we have to
comment this Android.bp. Otherwise, the compilation will fail with a
libconfig dependency error.
