configs: Stratix10: Disable CONFIG_SPL_USE_TINY_PRINTF

Commit 2a51e16bd57a ("configs: Make USE_TINY_PRINTF depend on SPL||TPL and be default")
enable USE_TINY_PRINTF by default, disable it for Stratix10.

Resync with savedefconfig.
