configs: j721e_evm: Enable CONFIG_SOC_DEVICE and CONFIG_SOC_DEVICE_TI_K3

Enable CONFIG_SOC_DEVICE and CONFIG_SOC_DEVICE_TI_K3 so the TI K3 SoC
driver can be used for SoC detection.
