MIPS: mips32/time.c: fix checkpatch errors/warnings

Checking mips32/time.c with checkpatch.pl shows this:

  total: 1 errors, 1 warnings, 0 checks, 85 lines checked

Fix the code to make checkpatch.pl happy.
