Kconfig: Move CONFIG_DESIGNWARE_ETH to Kconfig

Move this to Kconfig and clean up board config files that use it. Also
rename it to CONFIG_ETH_DESIGNWARE to fit with the naming that exists
in drivers/net/Kconfig.
