hikey/hikey960: Remove SF_START_GRAPHICS_ALLOCATOR_SERVICE hack

Alistair pointed out we had the SF_START_GRAPHICS_ALLOCATOR_SERVICE
flag enabled which prevents HIDL allocator from being used.

So remove it to get treble working.
