Add HIDLized software gatekeeper HAL to hikey builds. Legacy gatekeeper modules were removed in previous CLs. This patch adds the new HIDLized software implementation of gatekeeper to hikey builds. Test: Builds and passes the treble compatibility matrix. Change-Id: Ia7b735c8bde8c3c9f7cdfd39ac6139e968c110d4
