dragonboards: Update mesa prebuilt binaries to mesa-24.1.4
Update mesa prebuilt binaries to mesa-24.1.4 tag,
https://android.googlesource.com/platform/external/mesa3d/+/refs/tags/upstream-mesa-24.1.4
This helps to boot with 16k page size based kernels.
