qdl: Rename LICENSE.qdl to LICENSE Because we picked up the LICENSE file from QDL source code, https://git.linaro.org/landing-teams/working/qualcomm/qdl.git, and but renamed it to LICENSE.qdl instead, which may lead to confusion.
