mpc83xx: Add the support of MPC837xEMDS board

The MPC837xEMDS board support:
* DDR2 400MHz hardcoded and SPD init
* Local bus NOR Flash
* I2C, UART, MII and RTC
* eTSEC RGMII
* PCI host
