common: board_f: Use IS_ENABLED(CONFIG_OF_EMBED) in reserve_fdt, reloc_fdt

Use IS_ENABLED(CONFIG_OF_EMBED) in instead of #ifdefs in reserve_fdt,
reloc_fdt functions.
