board: ge: mx53ppd: add i2c eeprom bootcount storage

Add bootcount node, linking to i2c eeprom "bootcount" partitions for
storage.
Enable i2c eeprom bootcount backend storage.
Enable bootcount command and use it for failbootcmd.
