net: eth_designware: select PHYLIB in Kconfig

Select PHYLIB in drivers/net/Kconfig. And remove CONFIG_PHYLIB
from legacy board header files.

This fixed the warnings when both ALTERA_TSE and ETH_DESIGNWARE
are selected.
