mkimage: Move padding commands outside of FIT_SIGNATURE These commands were disabled when CONFIG_FIT_SIGNATURE is disabled, but they do not depend on crypto support so they can be unconditionally enabled. Signed-off-by: Joel Stanley <joel@jms.id.au>
