sh: Add support for ecovec board

The ecovec board has SH7724, 256MB DDR2-SDRAM, USB,
Ethernet, and more.

This patch supports the following functions:
	- 256MB DDR2-SDRAM
	- USB
	- I2C
	- Ethernet
