Convert CONFIG_SYS_STDIO_DEREGISTER to Kconfig
This converts the following to Kconfig:
CONFIG_SYS_STDIO_DEREGISTER
This option should never be enabled in SPL, so use
CONFIG_IS_ENABLED(SYS_STDIO_DEREGISTER) when checking the option.
