efi_loader: imply USB_KEYBOARD_FN_KEYS UEFI applications like GRUB and SCT assume that function keys are enabled on the keyboard. Let EFI_LOADER imply USB_KEYBOARD_FN_KEYS. Signed-off-by: Heinrich Schuchardt <xypron.glpk@gmx.de>
