rockchip: clk: fix wrong CONFIG_IS_ENABLED handling

CONFIG_IS_ENABLED() needs the config name like used in Kconfig, so
without the leading CONFIG_. The clock drivers all wrongly check for
CONFIG_RESET_ROCKCHIP, fix that
