arch: arm: use dt and UCLASS_IRQ to get gic details
Use device tree and UCLASS_IRQ driver to get following
Generic Interrupt Controller (GIC) details,
-GIC Distributor interface (GICD) base address and
-GIC Redistributors (GICR) base address.
