arc: get rid of useless CONFIG_SKIP_LOWLEVEL_INIT Currently there's nothing related to really low-level init on ARC so CONFIG_SKIP_LOWLEVEL_INIT definition makes no sense. Signed-off-by: Alexey Brodkin <abrodkin@synopsys.com>
