serial: sandbox: Drop unnecessary #ifdefs CONFIG_OF_CONTROL is always enabled for sandbox (as it should be for all boards), so we can drop it. Also use IS_ENABLED() for the SPL check. Signed-off-by: Simon Glass <sjg@chromium.org>
