ddr: altera: Clean up sdr_*_phase() part 5

Pull out the loop for eaching working/non-working DQS enable phase
into a separate function, as this is mostly common code between.
Clean up sdr_working_phase() and sdr_nonworking_phase() while switching
these two functions to the common sdr_find_phase().
